Greenwood Homeowner’s Association
General Meeting: 11/4/2020
I. Call to Order
Ø Secretary, Lindsay O’Connor, called the meeting to order at 7:01pm.
Ø Members present: President, Dan Burnside; Vice President Sean Barkey; Treasurer, Anthony Stampone; Arch Review, Vince McGowan & Deneal McGowans; At Large Paul Eckhardt and Amanda Robier
Ø Absent: Paul Eckhardt
II. Minutes from the HOA Executive Meeting on 8/17/20 were reviewed and approved.
III. Treasurer’s Report – Anthony Stampone
a. Reviewed all accounts and expenses up to date. No major changes in checking, savings or money market accounts. All bills are paid and up to date.
b. Currently, 3 homes are behind 2 or more quarters. Anthony Stampone will be sending notices to these homes this week stating their outstanding balances.
c. As a reminder to all homeowners, your quarterly dues covers your trash pick-up, playground and boat lot use. When you become delinquent on your dues and not in good standing, you are suspended from using these amenities. Article XII allows the board to enforce these covenants if the need should arise.

a. HOA Website
Ø Information has been updated.
b. Political Signs
Ø In guidance with Queen Anne’s County, political signs may be posted 70 days prior and 30 days after any election.
Ø Political signs are NOT permitted on community grounds.
c. Golf Carts
Ø Friendly reminder! Per Queen Anne’s County, it is illegal to operate golf carts, ATV’s and /or dirt bikes on any county roads. Per HOA covenants, these unauthorized vehicles are also not allowed in any of our community common areas. Any person using such vehicle in any of the park, pond or boat lot areas will be responsible for any damages they have caused. This policy is also posted on our community sign at the playground.

V. New Business
a. Boat Lot
Ø Several items that were unclaimed have been impounded and removed from the lot. HOA continues to monitor the lot and 2 additional items have been found in the lot that do not have MD tags or are not owned by current Greenwood homeowners. Any item not stickered or registered will have 30 days from this date to get it registered or the HOA will be contacting Willard’s for removal.
Ø HOA will also be enforcing a new procedure for any new items that wish to be stored in the boat lot. Before obtaining a Greenwood sticker from Dan Burnside, a required form will need to be completed for proof of ownership, MD tags, etc. Vince McGowan has volunteered to develop the form for the boat lot. The form will be placed on the HOA website; homeowners can also email the board for the form or fill out the form when picking up the Greenwood boat lot sticker from Dan Burnside.
b. Architectural Review Business
Ø HOA will be reviewing the covenants and the current application for exterior improvement. HOA is looking into revising the application to shorten the time frame for completion of projects. Will move this agenda item to next meeting.
c. Storm Water Management Area
Ø A homeowner discussed issues with the current look and overgrowth around the storm water management area. He inquired about a company that is willing to spray and maintain the pond and surrounding areas. HOA will be contacting the county about the regulations and what we are allowed to do to maintain the area. The homeowner is also willing to assist and obtain a quote if allowed from the county.
d. HOA Elections
Ø Elections were held for the 2021 Board. The 2021 board is as follows: President, Dan Burnside; Vice President, Sean Barkey; Secretary, Lindsay O’Connor; Treasurer, Anthony Stampone; At Large, Paul Eckhardt and Amanda Robier; Architectural Review Vince McGowan and Deneal McGowans.
